QUALIFICATION AND EXPERIENCE

 

a)  i)  Possess a Bachelor Degree (Hons.) or its equivalent in Statistics / Mathematics / Economics or other related field recognised by the Government of  Brunei Darussalam.

 

Higher qualification in the above or related field is an advantage.

 

ii)       Has a minimum of twelve (12) years working experience, preferably in national or international office, in the collection, compilation, analysis and dissemination of statistical data.

 

iii)     In-depth technical knowledge and expertise in social and economic statistics and indicators, including compilation and analysis procedures.

 

iv)     Wide knowledge and understanding of international standards on statistical concepts, definitions and classifications.

 

v)      Strong communication skills, both verbal and written including ability to prepare clear written explanations and interpretation of statistics for a non-technical audience and to conduct training sessions.

 

vi)     Computer skill and knowledge of their application to statistical work, including proficiency in relevant software packages is required.

 

b)      Professional statistics qualification such as Associate Membership of the Institute of Statistician (AMIS) is an advantage.

 

c)       Experience in providing consultancy on statistical work in developing countries is an advantage.

 

 

TERMS AND CONDITIONS

 

(a)    Must be a statistician with expertise in the collection, compilation, analysis and dissemination of both social and economic statistical data.

 

(b)    Must have experience working in statistical related institutions, such as the National Statistics Office.

 

(c)    Experience in advising government or government agencies on statistical matter is an advantage.

 

(d)    Must be fluent both in written and spoken English.

 

(e)    Must be between 30-60 years old.

 

 

 

DUTIES AND RESPONSIBILITIES [ASSISTANT DIRECTOR OF STATISTICS]

 

1.       Introduce and formulate a Medium Term Statistical Development Plan for Brunei Darussalam by outlining a 3-5 year work plan for priority areas to be developed to support the country’s socio-economic development.

 

2.       Advise on the development of new sources of basic economic statistics including a program of regular industry-specific enterprise/establishment surveys.

 

3.       Establish the compilation of volume and price indices for the industrial and services sector which include construction index, wholesale and retail sales index, industrial production index and producer price index.

 

4.       Establish the compilation of the breakdown categories for the Personal Consumption Expenditure (PCE) based on the Classification of Individual Consumption According to Purpose (COICOP).

 

5.       Establish the compilation of the breakdown categories for the Government Consumption Expenditure (GCE) based on the Classification of Functions of Government (COFOG).

 

6.       Establish the data sources and methodology towards the compilation of the Gross National Income (GNI) and National Saving of the Brunei Darussalam.

 

7.       Establish the framework for an Input-Output Table for Brunei Darussalam.

 

8.       Design and conduct a regular in-house training program for all levels of the statistical personnel including the training of trainers to enhance their knowledge and skills in core areas of statistics, particularly sampling methodology and data analysis, as well as the use of ICT in the collection, compilation and dissemination of statistics.

 

9.       Assist in conducting briefing sessions to producers and users of statistics to promote appreciation or awareness of the importance of statistics with emphasis on data quality, interpretation and analysis.

 

10.   Ready to perform other duties assign by the Director of Statistics.

The Senior Statistician expert will assist Director of Statistics and Social Statistics and Survey Division to:

 

1.       Facilitate Social Statistics development through the preparation of relevant, timely and reliable statistical information.

 

2.       To carry out data analysis on Poverty and Income followed by Reports based on Household Expenditure Survey.

 

3.       To produce Demographic Projections on Populations and Labour force.
